Since Seanchan warriors were usually very skilled with both the spear and the sword, does that mean that Seanchan will get both spearforms and bladeforms?

My opinion in this should be as that only aiel should have sort of "spearforms" as they were most skilled with it. And notice that in the books, only Seanchan with high status in a community had really enough "skill" with the sword. Or maybe not.

Only soldiers, seekers, and nobles (im prbly forgetting some)-possibly even some of the higher ranking servants SHOULD have access to forms, but there might be ways that other ppl can get em (?). You'll have to check with Tular to confirm.

My opinions only:
I suspect sword forms are primarily only used by nobility, and likely highblood at that. Lesser sword forms may be used by military veterans, but advanced forms I'd save for the blood. Of course, deathwatch would also have some training in forms, but then, they are sposed to be an elite military unit. Their access to forms would be at the discretion of the Empress, who owns them. Spears are probably more common in a seanchan army than swords, though 'spear forms' if available should at best be lesser forms.
No one should have access to sword AND spear forms
I think for balance, one would be better off granting seanchan some forms equivalent in UNARMED combat, as we see demonstrated in action against Nyneve. (Pardon any spelling errors, I'm a long way from my books) As such, you could have Wetlanders/Myrddraal with sword forms, Aiel with spear forms, and Seanchan with their own martial art.
RE seekers having sword/spear forms. Why would they? Seekers for Truth are Intelligence Officers, not commandoes. Their specialties include extracting information on threats to the empire, through torture if need be, otherwise through intuition. A seeker would rarely need to defend themself once they identify themselves since attacking a seeker is secondary only to attacking the Empress herself. Of course they will have a degree of training to make them formiddible in their own right, likely well training in unarmed maneuvres, but the years of training required for mastery in the sword would be counterproductive.
Generally, as far as forms go, I think though lesser forms may be accessable in seanchan culture, greater forms would require extremely expensive teachers, the price excluding most but the very powerful.

Alright, since Seekers are supposed to be sneaky and whatnot, and also fairly freakisly strong. Should they be given short blade forms, because I can see them being very deadly with small weapons that can be hidden-daggers and the sort.
