Obviously there are some homeland nations that might not see the light of day for many years to come. But the homeland choices are all there, and rightfully so as I do not think it should be restricted. I am just wondering as to ways for those nations who are not on the horizon a way to rise through the nation ranks.
I think the use of embassies in other nations might nicely allow for that, through interaction with diplomats and the like. I know Tar Valon has about every embassy in it. Why couldn't it be used as a homeland clan base until the action land is available?

ok, call me mean, but I'm moving away from the free inductions into clans.
I think it'll be wise to set tasks for people who wish to gain citizenship to certain nations. This would be done by either going to a lord in that nation, or an embassy of that nations in another land.
Note:This is just in the idea phase atm and will be for a while. Nations and Houses are still on a back-burner as we've extremely little landmass to hold the necessary Estates/functions...

While I think this sounds all well and good, Bel, perhaps I'm missing what you mean by free induction. If you're referring to the homeland(nation) clans, then I dont' think I agree with the quest idea. I mean, take our world for instance. We have players from the States, Canada, Australia, and even Sweden. I dont' think everyone had to do a quest to become part of their nation. I kinda like the way the nation clans are now, because let's say a player doesn't wish to be a SG or WS or CE or Channie etc etc... They just want to be a wanderer. Well the way we have it now, it gives them a chance to be in a clan without being tied down. Now utilizing your idea, how bout we turn it around, and for rp sake, say someone chooses a homeland at creation, but then wants to rp that s/he hates said nation, and wants to follow a different banner. Then perhaps they can take a quest at the beseechment of the leader to prove their worth, and thus be inducted into that homeland clan. I don't know, just some of my thoughts while this sits roasting away on that illustrious, and ever plentiful back burner. ;D

Players are automatically entered into the nation that they choose in char_gen. This means if you choose Saldaea when creating your character. He/She's now a saldaean. If after this time, you resign from the saldaean and apply to any other nation, it is akin to seeking citizenship in a foreign land. Exactly the same method in RL. born an american, declined citizenship, sought citizenship in england, have to go through all the paperwork...

yeah, something about not wishing to be in one of the highest tax-burdened nations in the world, the highest polutting nations, one with the highest violent crime rates outside of war, and one with the least cultural and religious standing. Some people just don't care about the ability to vote in an election where their vote is only symbolic. Hmm, strange people.
